Former SPK Deputy Chairman Enver Usca Arrested in Capital Markets Fund Probe

Former SPK Deputy Chairman Enver Usca Arrested in Capital Markets Fund Probe

Istanbul, 7 November 2026 – In a development that underscores the Turkish authorities’ intensified crackdown on alleged corruption within the country’s capital‑markets sector, the Istanbul Chief Public Prosecutor’s Office (Cumhuriyet Başsavcılığı) has ordered the detention of former Capital Markets Board (SPK) deputy chairman Enver Usca. The move is part of a broader “fund investigation” (fon soruşturması) that began with the police detention of six suspects on 3 November.

According to the prosecutor’s office, the investigation targets irregularities and possible illicit transactions in Turkey’s securities market. After completing police processing, the six individuals were transferred to the Istanbul 1st Civil Court of First Instance for further legal action. The court, a sulh ceza hakimliği (summary criminal court), concluded its proceedings on 7 November.

Four of the six suspects received prison sentences: former SPK deputy chairman Enver Usca, former SPK Market Supervision and Inspection Department head Ercan Urkan, former BDDK (Banking Regulation and Supervision Agency) Implementation Department 4 director Mustafa Alper Taş, and Ümit Sincanlı, former administrative affairs director at Tera Holding. Usca, Urkan and Taş were sentenced for bribery, while Sincanlı was convicted of membership in an organization formed to commit crimes and of laundering assets derived from those crimes.

A fifth suspect, former SPK Joint Financing Department head Kürşat Sait Babuçcu, was placed under judicial control, which includes a prohibition on signing certain documents and a travel ban. The sixth individual, former SPK board member Bülent Murat Haholu, was released after providing a statement to the prosecutor.

The arrested officials held senior positions across Turkey’s financial regulatory bodies. Usca served as deputy chairman of the SPK, the agency responsible for supervising the securities market. Urkan headed the SPK’s market surveillance unit, while Taş oversaw a key division within the BDDK, the regulator for banking activities. Their alleged involvement in the fund scheme points to a possible network of influence that spanned multiple regulatory institutions.

Legal analysts note that the swift court decisions reflect the prosecutor’s determination to set a precedent against corruption in the financial sector. “The authorities are sending a clear message that abuse of regulatory power will not be tolerated,” said a senior lawyer familiar with the case, who asked to remain anonymous.

The investigation remains ongoing, and prosecutors indicated that additional suspects could be identified as they continue to examine financial records and transaction histories. The case also raises broader questions about the effectiveness of oversight mechanisms within Turkey’s capital markets.
