The Istanbul 1st Region Public Hospitals Presidency, operating under the Province Health Directorate and the Ministry of Health, has issued an official announcement regarding the procurement of environmental consulting services for 2027. In accordance with Article 19 of Law No. 4734 on Public Procurement, the project will be awarded through an open tender process. The service covers a 12-month period starting on January 1, 2027, and ending on December 31, 2027.

The healthcare facilities subject to this tender include those affiliated with both the 1st and 2nd Regional Public Hospitals Presidencies (KHHB-1 and KHHB-2) in eastern Istanbul. The list comprises 42 specific sites, ranging from major university education and research hospitals to district state hospitals and oral and dental health centers. Notable facilities included in the scope are the Kartal Dr. Lütfi Kırdar City Hospital, Marmara University Pendik Education and Research Hospital, Sultanbeyli State Hospital, Pendik State Hospital, and Tuzla State Hospital. Other institutions under the umbrella of the tender include the Fatih Sultan Mehmet Education and Research Hospital, Dr. Siyami Ersek Education and Research Hospital, Haydarpaşa Numune Education and Research Hospital, and the Zeynep Kamil Women’s and Children’s Diseases Education and Research Hospital.

The bidding documents are available for download via the Electronic Public Procurement System (EKAP) at ekap.kik.gov.tr. The official opening of electronic bids is scheduled for December 3, 2026, at 10:00 AM, to take place in the conference hall at No. 1 Atatürk Avenue, Başıbüyük, Maltepe, Istanbul. Participation is open to both domestic and foreign bidders, though consortium bids are prohibited.

To qualify, bidders must demonstrate professional and technical capability, specifically by presenting proof of experience in environmental management or environmental consulting services acquired over the past five years, where the value of completed contracts amounts to at least 25 percent of the offered price. Applicants must also hold a valid Environmental Consulting Competency Certificate. The provisional guarantee required for bidding shall be determined by the bidder but must not be less than 3 percent of the total offered amount. Bids are valid for 90 calendar days from the tender date, and the economically most advantageous offer will be determined solely on the basis of price.
