Serbian Government in Technical Mandate Awaits Prompt Constituting of New Parliament

Belgrade – The government of the Republic of Serbia, which is currently functioning under a technical mandate, announced on Sunday that it expects the newly elected National Assembly to be constituted as quickly as possible. The statement, released after the Republic Electoral Commission (RIK) finalized the allocation of parliamentary mandates, emphasized the importance of a swift and constitutionally compliant transition to preserve state and societal stability.

According to the RIK’s resolution, the distribution of seats from the extraordinary elections held on October 25 is as follows: the “Students’ List – Students Win” coalition secured 140 mandates, while the “Aleksandar Vučić – United Serbia” coalition obtained 103 mandates. In addition, seven seats were awarded to minority party lists, bringing the total to the 250 seats of the National Assembly.

The government’s press release underlined that the new parliamentary term must be inaugurated within 30 days of the official proclamation of the final election results, as stipulated by the Serbian Constitution and electoral law. The rapid convening of the legislature is presented as essential for ensuring continuity in the work of state institutions and for enabling the subsequent election of a new cabinet.

“Efficient and lawful formation of the new parliamentary bodies is critical for maintaining the continuity of public administration and the smooth functioning of state institutions,” the statement read. No specific date for the first session of the new assembly was provided, but officials indicated that the timeline will be respected.

Political analysts note that the composition of the new parliament reflects a significant shift in voter preferences, with the student‑led list achieving a clear plurality. However, the coalition that secured the second‑largest share, led by the President, remains a major force. The inclusion of minority representatives could prove decisive in future coalition negotiations.

The upcoming parliamentary session will be tasked not only with electing a new prime minister and cabinet but also with addressing pressing issues such as economic reform, public finances, and Serbia’s foreign policy orientation. The government’s call for a prompt constitution of the assembly is therefore viewed as both a procedural requirement and a signal of readiness to confront these challenges.

Stakeholders across the political spectrum have called for a transparent and orderly transition, emphasizing the need to avoid any procedural delays that could undermine public confidence. As the 30‑day deadline approaches, the focus now shifts to the logistical preparations for the inaugural parliamentary meeting and the subsequent formation of a stable governing coalition.
