SNSD and HDZ BiH Agree to Form Government Only as Partners, Says Spokesperson

Sarajevo, 7 November 2026 – In a press briefing on Monday, Radovan Kovačević, the official spokesperson for the Alliance of Independent Social Democrats (SNSD), reiterated the party’s stance that it will not enter a governing coalition without the involvement of the Croatian Democratic Union of Bosnia and Herzegovina (HDZ BiH). Kovačević emphasized that the immediate priority for the SNSD is the formation of a government in the Republika Srpska (RS), after which negotiations at the state level will resume.

“Both parties have agreed that we will not go to power alone,” Kovačević said, referring to the earlier arrangement between SNSD and HDZ BiH. “We carry the legitimacy of the Serbian and Croatian constituent peoples, and our partnership reflects that shared responsibility.” He added that the SNSD is awaiting the constitution of the BiH Presidency, after which the party intends to move swiftly to establish a governing majority in RS.

Kovačević also highlighted that the SNSD is aware of ongoing dialogues between HDZ BiH and other major parties, namely the Party of Democratic Action (SDA) and the Social Democratic Party (SDP). “HDZ BiH has been in talks with SDA and SDP, and we have been informed about those discussions,” he noted. “We will continue our talks based on the outcomes of those negotiations.”

The statements come amid a fragmented political landscape following the recent parliamentary elections, where no single party secured an outright majority in either entity. While the SNSD and HDZ BiH have clarified their mutual commitment to a joint government, the broader coalition-building process at the state level remains uncertain. Political analysts warn that the talks could be prolonged, as the composition of the parliamentary majority will dictate the feasibility of any agreement.

Kovačević did not disclose specifics about the potential distribution of ministerial posts or policy priorities for the prospective coalition. However, he hinted at future ambitions for the SNSD, mentioning interest in diplomatic postings and a restructuring of the Central Bank as long‑term goals.

The SNSD’s stance underscores the continued importance of ethnic representation in Bosnia and Herzegovina’s power‑sharing system, where the Serb and Croat constituent peoples seek to preserve their political influence. As negotiations progress, both entities will be closely watched for any shifts that could affect the stability of the upcoming government formation.

The next steps involve formalizing agreements within the RS assembly, followed by coordinated discussions with HDZ BiH representatives at the state level. Observers anticipate that the outcome of these talks will shape the political direction of Bosnia and Herzegovina for the coming legislative term.
